Inspector Ron Gordon is a cop who arrives at Wentworth Detention Centre with a proposal for May Collins and Willie Beecham that they are to infiltrate an art thieves' gang and in return they will be pardoned.
He grants Willie her pardon after May's death much to Willie's dismay and displeasure.
